Editors, authors, and reviewers of this journal should fulfill the following responsibilities and also comply with other relevant regulations and requirements of Laser Technology.
1. Responsibilities of the journal
This journal always sticks to its mission and its aim, and assumed the responsibility of leading, checking, disseminating and serving the development of science and technology. It always adheres to the correct direction of running the journal, improves the quality of articles, strengthens the service awareness, and opposes favoritism or connections influencing manuscript decisions. All manuscripts strictly undergo the system of three-round review and proofreading, to ensure that the content of the manuscript is novel, accurate and reliable, and to prevent fraud and plagiarism from publishing articles. We have established strict and systematic review principles, open and transparent incentive and penalty measures, and serve as an effective gatekeeper of scientific research output to ensure the sustainable development of science and technology in China.
2. Responsibilities of editors
Editors should be responsible for journals and strive to: continuously improve the quality of journals to meet the needs of readers and authors; support academic debate; maintain the integrity of research records; prevent commercial interest from influencing article standards; and be willing to publish notice of correction, clarification, retraction or apology when necessary. Be willing to help readers communicate with authors. Provide timely feedback on the comments of reviewers and the revision opinions that meet the editing standards to authors. Respect the opinions of the reviewers, and protect the author's creative enthusiasm. When the authors and the reviewers have major differences, invite more than one reviewer to re-review.
Editors have the right to reject and accept manuscripts, and must ensure that there are no conflicts of interest regarding the rejected or accepted manuscripts. The editor's decision to accept or reject the publication of an article depends solely on its importance, originality, clarity, and relevance to the journal. When errors are found in the received article, editor should urge the authors to correct them before publishing or retracting it.
3. Responsibilities of authors
(1) Submission by authors must be original works, not published in any form, and free from plagiarism. The data in the article is true, reliable, and not deceptive. In case of any error, authors should withdraw the article or propose correction in time. References should be indicated when quoting opinions. Multiple submissions are forbidden. All listed authors must have contributed to the research.
(2) The publication of the article must be approved by all authors, and by the person in charge of the research site, either implicitly or explicitly.
(3) Authors should ensure the originality of their work and must not publish manuscripts with essentially the same research content in multiple journals or primary publications. If parts of the article have appeared or will appear elsewhere, or if any related materials are under consideration or about to be printed, the editorial department should be notified promptly.
(4) Authors should only include those who have made significant contributions to the concept, design, implementation or interpretation of the reported research. Once the manuscript is accepted, the author list will not be changed in principle. If it is really necessary to change under special circumstances, such as changing the order of authors, or adding/deleting authors, an explanation letter signed by each author must be provided. The corresponding author must confirm that he (or she) has fully obtained the research data and is willing to submit it for publication. In case of an authorship dispute before publication, the process shall be suspended immediately until the dispute is resolved. For individuals who make direct contributions to the work but do not meet the criteria of authorship, authors should indicate their contributions, including their roles, affiliations and work interests, in the acknowledgement.

They should give a fair evaluation on whether the research method is appropriate, whether the scientific research design is reasonable, whether the results and conclusions are accurate, and whether there are confidential breach, so as to help editors in the selection of manuscripts. Reviewers should put forward detailed revision suggestions for the problems existing in the article to help the author improve the quality of the paper.
(2) Manuscripts should only be evaluated in terms of academic nature, without personal evaluation and personal attack. Reviewers shall not use and publish the data, opinions and conclusions of the reviewed manuscript. If manuscripts are to be used, they must be approved by the authors.
(5) During the review process, if reviewers find that the submitted paper contains content identical or similar to that of published papers, they should, within their scope of knowledge, inform the authors of any similarity or duplication between the submitted paper and the published papers or data. Reviewers who encounter a manuscript they have previously reviewed are obligated to report the situation to the editorial department.
(6) Reviewers must not review papers from authors, institutions, or companies with whom they have a conflict of interest due to competition, collaboration, or other relationships.
(7) If reviewers find that the author's research is similar to their own field, they must not use the review process to suppress or disparage the author's paper.
5. Responsibilities of the publisher
Laser Technology is sponsored by the Southwest Institute of Technical Physics. The sponsor and publisher must abide by the ethical standards of academic publishing and publish scientific papers accurately, timely and impartially.
The publisher cannot interfere with the editor's decision-making.
For manuscripts that have been accepted, if any academic misconduct is found, this journal has right to reject them. For published papers, if any academic misconduct is found, the journal will withdraw the manuscript and publish a withdrawal statement.
6. Handling of Academic Misconduct Issues
During the editing and publishing process, the journal may encounter the following academic misconduct issues: multiple submissions, plagiarism, and data falsification. Plagiarism refers to an author attempting to present someone else's work as their own. Duplicate publication refers to an author reusing substantial portions of their previously published work without proper citation, sometimes referred to as self-plagiarism. It is important to note that unintentional plagiarism is also relatively common, for instance, when an author reuses parts of their previous papers.
The Academic Misconduct Literature Check System (AMLC) for scientific journals is a plagiarism detection system developed by the CNKI Research Center for Scientific Integrity Management. All Chinese-language manuscripts submitted to Laser Technology will be checked for plagiarism using the AMLC system, Wanfang Data Similarity Detection Service, and Weipu Paper Detection System. By submitting manuscripts to Laser Technology, authors agree to have their papers compared with previously published works to prevent academic misconduct such as plagiarism and multiple submissions. The journal requires that the similarity index for original research papers does not exceed 10%. For review papers, it does not exceed 20%. For more information about AMLC, please visit http://check.cnki.net/.
If editors suspect academic misconduct in a manuscript, they are responsible for taking action to ensure the integrity of the research report. If a significant error, misleading information, or distortion is found in a published paper, it must be promptly corrected. After investigation, if a published paper is found to contain deceptive content, a withdrawal statement will be issued to make it clear to readers and indexing systems.
If academic misconduct issues arise due to editorial negligence, readers can file complaints to the editorial department of Laser Technology, the editorial board, the sponsor, or the governing authority of the journal. If the situation is substantiated, appropriate disciplinary action or a public apology will be issued.
7. Correction and Retraction Policy
When authors discover significant errors or inaccuracies in their published works, they are obligated to promptly notify the editorial department and cooperate with the editors in retracting or correcting the paper.
Please note the following correction and retraction policies:
1) Error: The journal will publish a notice on significant errors and their impact on the publication record, scientific integrity of the paper, and the reputation of the authors or the journal.
2) Correction: The journal will publish a notice of significant errors and their impact on the publication record, scientific integrity of the paper, and the reputation of the authors or the journal.
3) Retraction: The journal will publish a notice that the original paper is invalid. All co-authors must sign a retraction agreement, indicating the error and briefly explaining the impact on the conclusions.
Decisions regarding corrections are made by the editors (sometimes with recommendations from peer reviewers), and may involve consultation with the authors. Requests for corrections that do not significantly affect the paper or undermine readers' understanding of the paper's contribution (such as spelling or grammatical mistakes) will not be considered.
8. Conflict of Interest
Considering the transparency of the article, in order to help readers make an appropriate evaluation of the article, the submitted documents must disclose all relationships that may be considered as potential conflicts of interest.
If there is any actual or potential conflict of interest in the article in the next three years, all authors must disclose it after the original submission. The conflict of interest mentioned here includes any financial, personal or other relationship with other people or organizations that may improperly affect or be deemed to affect their work.
When reviewing the manuscript, the reviewer must also point out the possible conflict of interest in the article.
